Abstract	A three-year study examined attitudes toward education and public schools through behaviors in elementary schools in two United States-Mexican border towns, El Paso (Texas) and Ciudad Juarez (Mexico). It looked at curricular civic rituals such as the flag salute, and more covert normative training found in classroom organization and management strategies. About 25 hours of material videotaped in the schools was condensed into about an hour, and the resulting video shown to students, teachers, principals, parents, and undergraduate and graduate students of education; responses were elicited. Both similarities and differences were found in national and cultural values in the two locations, particularly concerning treatment of relationships vs. time in the school setting, sociability vs. individualism, and nationalism vs. hegemony.
