Abstract | This guide is intended to help school districts and individual schools design and implement outcomes-based accountability systems that include students with disabilities. Part 1 provides an overview of issues that must be considered in developing such a system. Part 2 suggests implementation options and strategies and likely implications of these options for students, parents, school personnel, district administrators, and boards of education. The guide is organized around four critical sets of decisions that must be made: (1) select outcomes for all educational programs; (2) establish performance standards; (3) identify assessment strategies; and (4) identify accountable parties. For each of these issues a corresponding set of options is presented. The discussion of each option is in terms of assumptions, strategies to consider, and implications. A final section offers guidelines for putting outcomes-based accountability into practice. (DB) |
