Abstract | This state report card monitors Oregon school district trends and measures student progress toward achieving goals of the Oregon Educational Act for the 21st Century. The highlights section outlines the major activities of the 1991-92 school year and discusses their implications. It also contains an overview of school and district numbers, a summary of reform activities, and a discussion of school finance. The six following topics, which are also covered in detail in individual sections, are summarized: school finance; staff characteristics and salaries; student demographics; student achievement; student access to programs and services; and state progress toward national goals. Chapter 1 provides a background of state legislation and educational policy formation. The second chapter outlines the Oregon school plan. Chapters 3-8 present information on the six above topics.
