| Abstract | In 1989, the Minnesota Office of Educational Leadership (OEL) was directed to develop a plan for a 2-year research project to determine the effectiveness of a learner outcome-based system of education in improving pupil learning. Ten research and development project sites comprising 17 districts and 5 educational consortia received grants of $100,000 each to implement processes designed to transform schools into new structures that assure all students of success with learning systems. Volume 1 of this two-volume document describes the research design and data collection processes used to analyze the project sites' progress. Findings resulting from group and one-on-one interviews, spot observations, records, and student assignment analysis relate to changes occurring in family demographics, student populations, communities, and school districts as well as preclinical response to educational change, the status of OEL clinical workshop outcomes, and factors affecting the project. Recommendations include clarifying project priorities and using the research process to facilitate project goals. Four appendices to this volume describe the methods and data collection processes, context of the study, quantitative results, and survey inventories. Volume 2 contains individual case study reports of 39 project and learning sites funded by OEL during 1989-91. (EJS) |
