Abstract | This paper discusses issues concerning the formulation of effective child development policies. Discussion focuses on four questions: (1) What are the basic needs of a young child? (2) What are some alternative means of meeting these needs? (3) What are the main obstacles to national implementation? and (4) How can such obstacles be overcome? It is maintained that alternatives to government-financed preschools and day care centers must be used by any country that intends to serve a sizable percentage of its preschool population. An overview argues that any viable alternative approach must begin with the view that healthy development is a product not of a professional, institution-based service, but of a self-reliant, family- or community-based process. Section 2 outlines some approaches to the move from institutional services to family- and community-based programs. Section 3 discusses implementation at the national level, and recommends actions that should be taken if available resources are to be redirected to reach a broad section of the population. (RH) |
