Abstract | This report highlights the structure and analyses of states' initiatives in attaining the purposes of the Carl D. Perkins Vocational Education Act. The intent of the study was to take "snapshots" from key perspectives during 1988 of what states are doing to meet the intents of the act as spelled out in 14 purposes. Examples, or "pictures," supporting each purpose were sought from each state via a questionnaire seeking the following: (1) contexts or situations in which states found themselves related to each purpose; (2) inputs into resulting initiatives; (3) processes used to attain the initiatives; (4) outputs produced by the initiatives; and (5) real or anticipated outcomes. "Pictures" were taken of both secondary and postsecondary initiatives. The "pictures" were used to develop profiles of commonalities, similarities, and patterns as well as differences among the states. (Those who examined these "pictures" were state and regional practitioners with significant experience in program improvement.) The study is suggested as a prototype for an annual national vocational education effectiveness study. The survey instrument is appended. (KC) |
