AbstractThe living and working conditions of migrant farmworkers on the Eastern Shore of Virginia have been described as deplorable and possibly the worst in the nation. At the same time, growers in this region have complained of duplication, even triplication, of federal and state regulations designed to improve living and working conditions of these farmworkers and to protect their civil rights. A 1982 forum sponsored by the Virginia Advisory Committee to the United States Commission on Civil Rights and attended by government officials, growers, crewleaders, migrant farmworkers, and community service providers considered migrant living/working conditions, eligibility for programs/services, current levels of service, and civil rights problems/provisions, and made recommendations to improve conditions. Findings revealed that because no uniform method of counting/tracking migrants exists, planning programs and enforcement procedures is difficult; because growers refuse to recruit migrants through Virginia's Employment Commission, migrant protection is reduced; because many migrants are paid less than minimum wage and crewleaders fail to document/maintain wage records, migrants have difficulty qualifying for unemployment insurance; poor housing, poor nutrition, alcoholism, lack of recreation, and isolation adversely affect migrants' physical/mental health; and Virginia migrant education programs meet or exceed federal requirements.
