Abstract	This guide for operating the Head Start home-based program option is based on experience gathered in the initial Home Start program and in the decade spanning 1974 through 1984. Its purpose is to offer the tested ideas and procedures gained in those years to organizations wanting to provide home-based child/family development services. The Guide suggests factors that should be considered before deciding to offer home-based services, discusses the major components of a comprehensive program, and offers recommendations concerning the involvement of related community resources and the selection and training of home visitors. Concerning planning and implementation, the six chapters in Part I deal with assessing needs and interests; goals, objectives, and resources; administrative planning; informing the community; recruiting and selecting home visitors; and training. The two chapters in Part II on program operations concern aspects of conducting home visits and, briefly, records and reports. Appended are job descriptions for home visitors and the Child Development Associate Competency Standards, Eligibility Requirements, and Information Collection Requirements for Candidates working in home visitor settings with preschool children and in bilingual programs.
