AbstractBased on data from document reviews and interviews from 12 school districts in 3 states, this interim report presents findings from the first year of implementation of Chapter 2 of the Educational Consolidation and Improvement Act (ECIA) of 1981. The initial section of the report examines the redistribution of federal funds to local districts, the attainment of national education priorities, local flexibility in decision-making, and the reduction of administrative burdens. The second section, based on the premise that the local context significantly mediates Chapter 2's effects, presents case studies of five school districts that lost funding in the switch from antecedent programs to the block grant. These districts are examined because the current mood in Washington still supports funding cuts for social services and because adjustments in Chapter 2 being discussed at the state and federal levels appear to focus on ways to compensate losers. The third section provides a discussion of the case studies and tries to account for differences in impacts the systems felt. The conclusion examines subsequent policy adjustments. Two appendixes provide research methods (the study's general approach, data collection procedures, and analysis methods) and capsule descriptions of the 12 school districts. (PB)
