| Abstract | A procedure was developed for on-site evaluation of replications of exemplary programs that emphasized the replication of the functions accomplished rather than the processes performed. Program functions are defined as operational purposes. A functional analysis begins with identifying program components; describing them fully; and then listing the inputs, processes, and outcomes of each stage and tracing the relationships among them. The next step is to write concise descriptions of the functions of each component of functionally related activities. This procedure has been found to be more sensitive and comprehensive than one that derives a list of functions directly from a description of the program. The basic purpose of this functional analysis is to provide a framework for studying and evaluating program implementation in adopter sites. Interview instruments are developed from listed functions. Resources and activities are analyzed to determine if they are fulfilling their intended functions. Functions that are not fulfilled are noted and alternatives are looked for. Finally data not related to intended functions are reviewed. (Author/CTM) |
