Abstract	This first of two monographs dealing with comprehensive institutional planning is directed at executive officers and institutional planners of two-year colleges interested in initiating or improving their approach to planning. Chapter 1 discusses planning as an essential administration function for the 1980s; such planning must be sensitive to societal trends and value shifts. Chapter 2 overviews literature found to be of value for conceptualizing and developing a comprehensive institutional planning system. The review encompasses literature on planning theory and literature having specific application and reference to planning in the two-year college. Chapter 3 synthesizes premises found in the literature--essential characteristics of the planning process, essential prerequisite considerations, and essential requirements of the process. Chapter 4 presents a conceptual framework to facilitate understanding of the role, function, and operation of a planning system. Discussion focuses on a popular administrative model (Planning, Management, and Evaluation Model) and a planning process developed within the framework of that system. Chapter 5 presents an open system view of planning, which takes into consideration the relationship with the nature of the environment.
