Abstract | A model for developing long-range master educational plans in community-based colleges is presented. The model depends on a reciprocal college-community relationship and details various methodologies for gathering data about both entities. Information to be considered in determining community college educational objectives and needs include college governance constraints, organizational structure, student characteristics, educational programs, resources inventory, and community demographic and socioeconomic characteristics, labor force requirements, educational opportunities, and needs and awareness. The rationale and means for defining governance constraints, outlining the plan's contents, and establishing college goals are reviewed in terms of creating and monitoring participatory planning processes involving all college and community constituencies. A discussion is included on the philosophical, procedural, and political problems which may be encountered in planning, centered around conflicting service philosophies, free will vs. determinism, staff role in planning, defining terms, work sequences, review processes, and staff development. Suggestions towards anticipating or overcoming problems are made. A bibliography is included. (Author/TR) |
