AbstractThis paper reports on a continuation of a previous investigation of social and economic inequalities among suburban school districts, points out some of the measurement problems encountered while engaged in this task, and summarizes some literature in economics and sociology that relates to this topic. The empirical research tested three hypotheses: school districts in a at least some metropolitan areas are becoming less alike regard to their stock of human resources; school districts in at least some metropolitan areas are becoming more alike with regard to certain fiscal characteristics such as per pupil expenditures, property valuations, and tax effort; and the expenditure levels of school districts in at least some metropolitan areas are becoming increasingly determined by the material and human resources found in those districts. The first hypothesis is not strongly supported, with the possible exception of the income measurement. The second hypothesis is strongly supported, though the movement toward equality may have been more a phenomenon of the 1950's than of the 1960's. The third hypothesis is also strongly supported. The paper includes conclusions, tables of data, references, and appendixes that define terms and deal with statistical complexities. (Author/IRT)
