Abstract | The National Association for Public Continuing and Adult Education (NAPCAE) evaluated the 1971 New Jersey English as a Second Language (ESL) Institute. The 100 participants were to receive practical teaching experience in adult basic education classes composed of ESL students and emphasizing the audiolingual teaching method. The document briefly discusses the NAPCAE evaluation design with respect to its evaluation team, evaluation team activities, and the evaluation instruments used. Additional information is provided concerning the format of the Institute, descriptions of staff and participants, and detailed participant and staff assessment of the Institute's objectives. The participant and staff observations noted that on the whole the Institute was overwhelmingly satisfactory to the majority attending but that a number of problems within the logistical area needed to be corrected for a more effective Institute. The NAPCAE evaluation team's special observations and their nine recommendations are given. Two-thirds of the document are appended materials including the NAPCAE questionnaires used, summarized responses from staff and participants, a weekly schedule of Institute activities, internal evaluation forms, a final examination, and a list of the Institute staff.
