Abstract | The purpose of the study was to explore the possibility of developing a comprehensive conceptual framework for measuring the costs and benefits of foreign trade to American workers. Foreign trade was conceived of primarily as a number of parts of the dynamic world production-distribution-consumption process rather than as an aggregate exchange of goods between separate national economies. Costs to measure are those to specific workers who are dismissed, who must move, whose skills obsolesce, whose communities are depressed, etc. Benefits are those derived from the change in the world economic process--increased product, reduced prices, expanded consumption, higher wages, more employment, etc. (NTIS) |
