AbstractThe purpose of this study was to investigate the operation and effects of Title I ESEA programs operative in selected school districts in Michigan in relation to change in their respective elementary curricula as perceived by elementary school teachers. A total of 87 teachers took part. A questionnaire was developed and administered. In addition, data were collected from the summaries of Title I programs submitted by the local district to the Michigan State Department of Education. Analysis of the data suggested the following. Teachers perceived themselves as having a small part in the preparation of the Title I proposal in their districts. Approximately three-fourths of the teachers were unable to identify the person or persons responsible for determining the goals of the Title I programs in their districts. Teacher knowledge of the goals of the Title I program by grade level varied by groups. However, approximately one-half of the total sample did not know the goals for their own grade level. A majority of the teachers in the sample stated they had not changed their classroom teaching methods because of the Title I program in their district. A former Title I program in a school district is not financed locally if Federal funds are withdrawn. (Author/JM)
