Abstract | The plan proposed in this report gives elected community boards of education the responsibility and authority to meet particular educational needs of their communities, including in the special area of low academic achievement. The proposal is in the form of a guideline and covers such areas as selection of community boards; parent participation; schools and programs under jurisdiction of community boards and superintendents; status and powers of community boards and superintendents; personnel hiring; Status and powers of City Board of Education and Superintendent of Schools; and enforcement. The target date for the transition to a Community School District System is March 1, 1970. A minority report is included. (KG) |
