Abstract | In modern conditions Russia sets ambitious but achievable problems of long-term development - security of high standard of well being of the population, establishing of the country geopolitical role as one of global leaders determining the world political agenda. The purpose of this research was to analyze the mechanisms of legal regulation within development of educational legislation in aspect of increase of social and economic effect from the sport university graduate's qualification - Bachelor, Master to intensify his motivation to innovations and competition in the labor market. Conclusion: Nowadays in domestic labour market qualification requirements to the taken position are the same and consequently in the value of the demand for bachelor's and master's labor, testifying to the fact that the level of higher education is not correlated with income. In conditions of modernization of vocational training Master's competitive advantages in the labor market are to be established, promoting intensification of the bachelor's motivation to continue education by the Master's programs and thus improve the quality of correlation of universities, Russian and foreign companies within general projects and programs of development at realization of the innovative state strategy.
