Abstract	Within the framework of the Demosthenes bis programme, the Russian authorities organised an "International seminar" in Moscow on 9 and 10 November 1994, on the "drawing up of official standards for education, taking account of specific regional characteristics and the personal development of pupils".... The standards or "norms", as Russian puts it, seeked to establish, should govern administrative and pedagogical functioning in such a way as to obviate the ambiguities and above all disparities facing the different protagonists, particularly with regard to available resources, training profiles and what these demand.... It was clear from the demands on the Russian side that the drawing up of standards calls for action in many different areas owing to the diversity of aspects to be covered. The first such aspect is ... that of curriculum contents. In asking what must be taught and why, policy-makers should be led to take a forward-looking view without losing sight of sweeping changes lying behind.... An equally important aspect is pedagogical work. It was stressed that ... the use of standards had to be geared to striking a balance between the need for universal norms and respect for the individual needs of the different people involved.... Standards may als be used as a means of overall system monitoring with a view to maintaining coherency despite the greater number of decision-making centres spawned by decentralisation and guaranteering the new level of quality required by the system in this respect.... Another aspect of standards to be taken into account is the appraisal of system output.... For their part the Council of Europe experts provided information on how Belgium, France and Switzerland had approached the problems of standards ... . (DIPF/orig.).
