Abstract | The authors analyse "what features of ten national school systems are best and why? How do United States schools compare? Where do they fall short? United States schools are compared with those in the other countries. Specific factors the authors compare" (and for which they try to define world class standards) "include educational expenditures (which contries spend what amount per pupil, how and why?), time on task (student instruction in classroom per day and school year), class size, teachers (selection, professional preparation, placement, problems conditions of service, and pay scale), students ( family and social background), curriculum (what knowledge is of most worth, what subjects are taught, how, and why?), assessing student achievement, school governance (who makes educational policy, why, how, to what ends, and how are these policies administered at each school level?) and parents, home and community (expectations and degree of parental involvement and help). The authors also use as a test of significant recent national school reform the experience of the British education before and since the precedent-breaking Education Reform Act of 1988."
