Abstract | This dissertation in practice is a qualitative inquiry investigating the struggle to increase connectivity and usage of a parent portal in a mid-sized urban school district in the Northeast, referred to as "Blank" City School District (BCSD). The local problem discussed in this paper connects to the national problem of lack of parental involvement in urban public schools (ESEA, 1965; NCLB, 2002; U.S. Department of Education, 2017). Lack of parent involvement hinders the practice of connecting parents to the portal each year. This problem directly impacts African American and Hispanic households, who are the majority parent demographic in BCSD. The following research questions drove this inquiry: What are African American and Hispanic parents' perceptions of using the parent portal in BCSD, and how do African American and Hispanic parents describe the extent to which they utilize the parent portal? To answer these questions, I interviewed six African American and six Hispanic parents that do not use the parent portal and six African American and six Hispanic parents who use the parent portal frequently. I also conducted four follow-up parent interviews to clarify findings in the data. I transcribed all interviews and put each transcription through three cycles of coding and analysis. This process produced several themes and findings, which I categorized by parent involvement type. At the conclusion of data analysis, I applied the findings to the research questions to improve the practice of increasing parent portal connectivity and usage in BCSD.
