AbstractIn 2002, the Council of the Great City Schools evaluated the Dayton Public School System. The Council noted that the district was in crisis, stating bluntly that achievement was low, funding was tenuous, buildings were dilapidated, and the public was looking at its options. The organization proposed a series of major instructional and budgetary reforms. The district responded by installing a new superintendent, deploying a substantial portion of its budget into classroom instruction, establishing a more standardized instructional system and beginning to curtail its academic program. Student achievement on state tests rose steadily from 2002 through 2006. However, a combination of developments, including the decision of the critical school board members not to seek reelection, loss of focus, and budget defeats, resulted in significant slowdown in student achievement between 2006 and 2008. By 2008, the district was rated as one of the lowest performing in the state. The Council returned to Dayton to examine the situation. A Strategic Support Team, composed of curriculum and instructional leaders from other urban school systems that have made substantial progress in improving student achievement, visited the Dayton Public Schools on August 24-27, 2008. The team assembled a new set of proposal designed to get the district moving along the path to reform again, both in the short- and long-term. Chapter 1 presents an overview of student characteristics and performance in the Dayton Public Schools. Chapter 2 presents the findings of the Strategic Support Team. Chapter 3 provides recommendations for improving student achievement. Chapter 4 summarizes and discusses the findings and recommendations. Seven appendices are included: (1) Data Tables; (2) Three-Year District Improvement Scenario; (3) Summary of Questions Posed to Team; (4) Individuals Interviewed; (5) Documents Reviewed; (6) Strategic Support Team; and (7) About the Council.
