AbstractIn the Parish of Clarendon in Jamaica, about 10 percent of infants are born to teenage mothers. Between 1986 and 1996, over 500 young mothers and their children participated in the Teenage Mothers Programme (TMP). The TMP took an approach that encompassed the development of the young women, stimulation and care for the infants, support in the home, and contacts with the infants' fathers. Ten of the mothers who had participated in the early years of the TMP were traced in 1999, and they and their children were interviewed, as were a matched comparison group of another 10 mothers and children who had not been in the program. In addition, a focus group interview was conducted with the 10 TMP participants to gain additional information on the positive features of the TMP and suggestions for improvement. The findings provided solid evidence of the positive effects of the TMP. All the former program mothers were employed, most had undertaken post-school training, and their children were mostly ranked above average by their teachers. In contrast, the comparison group's employment rate was much lower, and their children were mostly ranked below average to average by their teachers. The mothers in the comparison group had given birth to more than twice as many infants than mothers in the program group over the same period.
