Abstract | This research report addresses the scope of school library and information services programs as demonstrated in secondary schools in St. Lucia, West Indies. Most schools were found seriously lacking in all three areas: Independent Learning Skills; Literacy/Literary and Cultural Appreciation; and Organization and Administration. Library staff generally work in isolation from the teachers, and there is relatively no integration of the skill development processes into the curriculum context. The appointment of quality, full-time staff is a priority, as is increasing and improving the collection of library materials. Staff development activities are also imperative for the successful adoption of a school library and information services program in St. Lucia. Both general and school-specific recommendations are provided. The report includes the following sections: "Executive Summary"; "Introduction"; "Methodology"; "Defining a School Library and Information Services Programme"; "Staffing Components"; "Collection Development"; "Facilities, Equipment and Planning"; "Strategies for Implementation"; "Quantum Impact: Principals' Comments"; "Recommendations"; and "Bibliography."
