AbstractThis study examines the work of the Asia-Pacific Programme of Education for All (APPEAL) since its 1987 inception. Efforts to assess educational achievement at the local, regional, and national levels in India are examined with a view to achieving universal primary education (UPE); eradicating illiteracy; and providing continuing education in support of the above objectives. Chapters include: (1) "Progress of UPE: An Analysis"; (2) "Policy, Planning and Programming of UPE"; (3) "Achieving Education for All"; (4) "Policy and Planning--Eradication of Illiteracy"; and (5) "Diagnostic and Planning Model for APPEAL." Statistical data are presented, showing an overall increase in illiteracy over the last decade. About one-eighth of the illiterates of the age group 15 years and above are enrolled in adult education centers. About 60 percent of the illiterates are women. Suggested strategies are described to address the program goals for UPE including midday meals, free uniforms and textbooks, and the expansion of non-formal education in remote areas. The document concludes with an appendix and a 12-item bibliography. (EH)
