Abstract	A case is presented to advance education on citizenship within the culturally diverse societies of the developing world. The neglect of a positive approach to citizenship education in the period surrounding decolonization may have contributed to the fact that so many developing nations find themselves with social, political, and economic difficulties. The challenge has become more than one of assuring economic development; it has expanded to include the development of democratic citizenship for all. A new epistemology is needed, one that can recognize citizenship objectives in literacy, numeracy, and other existing subjects in the school curriculum. There is an urgent need to expand the concept of citizenship beyond the narrow bounds of family or tribe if citizens are to be prepared for the age of global rights and responsibilities. There are major academic, intellectual, and political problems to overcome before the intensive academic cooperation that could provide the citizenship education needed in developing countries can emerge. The developed world must make solving these problems and advancing citizenship possible for the developing world. (SLD)
