Abstract | This document presents findings of a study conducted by the Commission on Educational Excellence for Connecticut, which examined current policies and practices in the state's public education system and recommended changes that would establish and maintain a world-class education system with opportunity available to all students. The Commission found that despite its many accomplishments, the Connecticut educational system is characterized by low standards for student performance and an increasing gap between economically advantaged and disadvantaged communities. It advocates a results-based system of new standards and assessments to meet the expectation that every child be ready to learn. The document also outlines a new governance system and discusses the implications for teacher certification and professional development. Recommendations for procuring funding and resources for the new outcome-based system are offered. Appendices contain the State Board of Education statements, Connecticut general statutes on programs to encourage participation, and a funding and resources report. (LMI) |
