AbstractThis document summarizes discussions at an invitational workshop on education for development in Nigeria. Education is recognized as the key to developing a people's ability to manage and induce change. An improved elementary/secondary school curriculum should include the following objectives: (1) appreciation of cultural traditions while remaining open to change; (2) effective interpersonal relationships and group dynamics; (3) individual creativity; (4) values of citizenship and leadership; and (5) personal productivity and efficiency. With the exception of upper class students, there has been a national decline in basic skills for the following reasons: (1) reduced educational funding; (2) rising costs of books and equipment; (3) declining teacher motivation and commitment; (4) preoccupation with materialism that has resulted in declining secondary school enrollments; (5) lack of a comprehensive instructional program; (6) poor government supervision and monitoring; and (7) poor implementation of educational policy. The current worldwide economic crisis demands increased emphasis on technical and economic education at all levels. New federal policies are needed to extend educational opportunities to all students, regardless of socioeconomic status or sex. Nine years of elementary and secondary education should be required of all citizens by the year 2000. Local governments should partially fund elementary and secondary education in order to ensure community involvement, and careful attention should be paid to the management of institutions of higher education.
