Abstract | This paper attempts to furnish background information on, problem analysis of, and recommendations for developing programs for out of school youth in less developed countries. The paper defines important factors contributing to the general situation of out of school youth in these countries. Out of school youth include those who have no access to education, those who dropped out before completing an expected level of schooling, and those who completed a certain stage (such as primary) but did not continue into the following stage. The factors affecting those youth were identified from literature, research, project experience and reports, practitioner input, and personal observation. Programmatic responses to employment, access to education and training resources, and participation needs of out of school youth are reviewed. The relationships between out of school youth characteristics, needs, current responses, and trends for the future are analyzed. The final section of the paper presents recommendations for programming and research assistance for projects for out of school youth. Tables of data are included. (Author/MK) |
