AbstractAn analysis of data collected from 30 urban districts indicates that there are encouraging developments in urban education which are exemplified by a number of successful programs. These include work-study programs, arts in education programs, programs which incorporate community resources, and alternative education programs. Five generalizations can be made about successful programs: (1) Federal intervention has encouraged innovation; (2) local factors are crucial to program success, specifically effective leadership; (3) continuous program evaluation is of critical importance; (4) most successful programs emphasize student choice and responsibility; and (5) programs now in use with the disadvantaged can be made available to all students. There are four essential conditions for revitalizing urban education. Equitable allocation of resources must be made, including discovery of ways to attract and keep creative teachers in difficult situations. Adaptations to individual student differences must be continuously sought. The total urban environment must be utilized. Finally, ways to recognize effort and creativity and to create environments which promote high achievement must be found. (Author/MK)
