Abstract | Discussed is the impact of poverty, public education, and self-concept on the classification of persons as mentally retarded. Research relating to the effects of poverty on academic performance is reviewed, and intervention strategies such as improved housing and provision of a guaranteed minimum wage are suggested. Community control and decentralization are seen to be among the ways to make public education more responsive to the needs of lower income children. The effect of poor self-concept on behavior and intellectual functioning is considered, along with recommendations for new efforts (such as M. Fantini's "Identity Education") directed at the individual's affective experiences. (CL) |
