Abstract | The educational system of the 60's and early 70's is not adequate to solve present problems, correct failures of traditional education, or meet new challenges. This monograph offers directions toward better education to meet future needs of the nation. Educational problems such as unequal opportunities, undefined goals, inadequately prepared teachers, and confidence gaps exist. Although the primary responsibility for educational improvement rests with the citizens of each state, the state education agency has a major leadership role, in cooperation with local school systems, other educational institutions and organizations, other state agencies, the legislature, the governor, and federal education agencies. The state education agency can help establish goals and policies, needed changes, determine priorities, and assist with implementation, evaluation, and accountability. The listed directions in which most state education agencies are moving are new and desirable. Citizens and their public officials need to join with educators at all levels to make fundamental improvements essential to meet the rapidly changing needs of society.
