Abstract	In his contribution to the 6th Conference of the European Association for Educational Law and Policy (ELA) "Autonomy in education", held from 17-19 December 1998 in Salzburg, the author tries to give answers to the following questions: "What does it mean to say that schools or universities are "autonomous", or are not autonomous? In either case, is it desirable? Is there a tension between autonomy of educational institutions and that of those who teach in them? Should it be a goal of public policy to increase, or to limit, educational autonomy ... ? What policy mechanisms would serve to make schools or universities more genuinely autonomous or, if that is undesirable, to impose an outside discipline upon them?" The author's aim is not "to suggest norms for educational autonomy ... but to ' unpack' the concept in the interest of a fruitful discussion from the perspective of the various national experiences and the individual interests [of the participating European countries].
