Abstract | [This report presents] the purpose of the workshop "Human rights and minorities in the new European democracies: educational and cultural aspects", organised jointly by the Council of Europe and the Estonian authorities, [it] was: to discuss and assess human rights and minority rights in the new European democracies from the educational and cultural standpoints; to propose guidelines to help decision-makers and teachers take the necessary measures in this connection. The experts present included representatives of 14 European countries who were all experienced in questions of human rights and the treatment of minorities. The workshop enabled the participants to examine some case studies (horizontal approach) as well as more specific educational and cultural problems (vertical approach). The official opening was followed by three panels to discuss national reports: case studies presented by [10 countries]. A fourth panel conducted a discussion of cultural aspects and a fifth panel was particularly concerned with the educational aspects of human rights and minority rights in the countries in transition. The chairpersons of the round tables and their respective speakers introduced the case studies, led the discussions and summed up the recommendations. (DIPF/ orig.). |
