| Abstract | A study examined the unique conditions affecting quality of life for low-income rural children and their families in Nebraska, North Dakota, and South Dakota. Qualitative data were gathered from 11 focus groups conducted in a variety of rural communities, including tribal reservations, across the three states, and from interviews with professional service providers and community leaders. Quantitative data were gathered from secondary sources such as the U.S. Census Bureau. Findings covered economic opportunity, social networks, and services and supports. In the area of economic opportunity, it was noted that jobs were insufficient, and wages were incapable of supporting families. Transportation was also an obstacle. Public transportation was not available in rural areas, and much travel was required to access jobs, stores, and services. Concerning social networks, there was a strong sense of community, but recreational opportunities were scarce, especially for youth. Ethnic minorities and new residents experienced a good bit of prejudice and discrimination. Sparse population densities and population decline contributed to isolation. Problems related to social services included lack of access within a reasonable distance; stigma in rural areas against seeking services; dying communities that leave families without services; and consolidation of schools that complicates parent participation, student involvement in after-school activities, and staff knowledge of family conditions. Child care and medical services were especially sparse. Recommendations for policy are discussed. Ten maps present various demographic information. (TD) |
