AbstractA model program was developed to find ways to bring illiterate and undereducated adults into Massachusetts adult education programs. Prospective program clients (young adults) who will be identified by such organizations and agencies as schools, courts, welfare offices, and veterans and civic groups will be contacted by outreach workers to determine their economic, social/emotional, and occupational needs. Program activities including academic and life skills, occupational assessment and vocational training, and job placement will be determined by the goals and objectives generated by the needs assessment. Activities will take place at local schools. A summer component and pilot program will be developed. An independent evaluator will be hired to conduct an ongoing assessment of the program. Research has indicated that active cooperation between agencies and local programs is a key factor in encouraging participation in adult educational programs and that occupational training and job placement should become integral components of existing programs. It is recommended that Massachusetts education officials review adult education needs assessment research conducted in New York State to determine the feasibility of a similar study in Massachusetts. (Appendixes, constituting one-fourth of the report, contain competency standards and a questionnaire for use in evaluating adult education programs.) (MN)
