Abstract	The College and University Partnership Program was designed to facilitate partnership arrangements between American private colleges and regional state universities and comparable Japanese universities. The two-year program has two main areas of activity--completion of surveys on higher education in the two nations and the development of pilot exchange programs between the two countries involving educational and cultural groups. A survey of 500 higher education institutions in the United States and approximately 150 Japanese colleges and universities is currently being completed and its publication is expected in 1979. Exchange programs were begun in 1978 and it is anticipated that 15 American and 15 Japanese institutions will participate in the partnership linking in the summer of 1979. Additionally, three cultural performing groups were brought to the United States under the program and were well received. Program planners are projecting eight cultural performing groups to participate in the program in 1979. Much of the report is appendices including the survey instrument, statistical data on participation, listings of academic disciplines, and a report on the higher education survey in Japan. (PHR)
