AbstractA cost-effectiveness/benefit analysis is defined as a technique for measuring the outputs of existing and new programs in relation to their specified program objectives, against the costs of those programs. In terms of its specific use, the technique is conceptualized as a systems analysis method, an evaluation method, and a planning tool for vocational programs. To illustrate an educational systems model, three types of postsecondary vocational institutes in Indiana are identified and examined in terms of their inputs, outputs, and operations. Additionally, the threee facets of vocational program classification, time frame, and evaluation criteria are integrated in a tri-dimensional structure for evaluating postsecondary vocational education programs. A model is then presented of a system existing within a social framework, illustrating three kinds of cost-effectiveness/benefit measures it generages: (1) program effectiveness measures; (2) cost efficiency measures; and (3) cost effectiveness and performance ratios. Fifteen formulas are specified to compute these measures in evaluating postsecondary occupational programs. Data forms for determining program objectives, outputs, and costs, various computation tables, and a standard procedure for using the model are provided.
