AbstractThis study is one of a series of documents resulting from the Survey of Second Language Teaching, which investigated second language learning as a factor in national development in Asia, Africa and Latin America. The aspect discussed here concerns professional evaluations, opinions and recommendations of individuals and organizations involved in teaching English as a second language. This report is divided into four sections. (1) The American role in ESL programs here and overseas is fragmented among several government agencies, private foundations and professional associations. The U.S. must reassess its world role and cooperate with other English-speaking nations in training foreigners to produce their own English teachers. (2) The major factor in program planning is the state of the individual nation - educational atmosphere, degree of linguistic unity, position of English, geographical conditions, institutional rivalries, traditional attitudes and living conditions. Thorough country surveys and coordinated educational efforts are necessary. (3) Manpower needs for such programs are considerable: teachers, teacher trainers, linguists, audio technicians and administrators. (4) ESL materials and research are urgently needed, especially textbooks for schools and universities and technical texts at reasonable cost. Research is needed on linguistic and area studies, instructional materials, methodology and the psychology of learning. (CHK)
